Following the summary outline he proposed for the draft articles on State responsibility during the concluding phase of the thirty-ninth session of the International Law Commission in 1987, the Special Rapporteur has applied himself, in anticipation of the fortieth session, to three initial aspects of his task. Abstract

This Report includes suggestions concerning the outline of part 2 (Content, forms and degrees of international responsibility) and part 3 (Peaceful settlement of disputes arising from an alleged internationally wrongful act) of the draft articles. It then goes on to deal with cessation of an internationally wrongful act and with restitution in kind and includes proposals on draft Articles 6 and 7, dealing respectively with cessation of an internationally wrongful act of a continuing character and with restitution in kind.
